The admission to the higher educational institutions is the popular task for thousands of young Ukrainians. Nowadays, when most people are concerned with summer vacations, the graduates stand for their right of equal possibilities of education and the cherished student ID card. 

According to the message of the CN “OPORA”, the graduates send their complaints because the university administrations haven’t given the bachelor diplomas yet. So the graduates wanting to continue studying in other universities have no time to file the documents (including the copies of the diplomas and the supplements) to the admission committees before July, 20th – before the end of issuing of the applications.

27 out of 30 universities, the admission rules of which were analyzed by the watchers of OPORA, doesn’t spell out the procedure of the preliminary electronic registration of the graduates’ applications as it is required by the Admission rules (p.4.3). Thus, the functioning of the experimental system “Electronic Admission 2011” is not stated in the document directly determining the organization and running the campaign in the university.  

It is not so easy to enter the university for getting the master degree. Graduate bachelors appeal to the CN “OPORA”, that keeps surveilling the entrance campaign in the universities, because of the problem of the absence of the diploma, - without this document they can not file the necessary documents for the master program in another university.

One of the progressive innovations in the Terms of the admission to the IHE in 2011 is the addition of the extra points for the winners of national study contests, participants of the international study contests, awardees of the all-Ukrainian contest of the Minor Academy of Sciences instead of giving the preference while drawing the rating list of the graduates.

The graduates have no possibility to file the documents to Kherson universities via the internet. That was the conclusion of the local representatives of OPORA judging by the results of the first week of observing the admission campaign in 2011.  

The CN “OPORA” continues to offer free legal consultations to the graduates and their parents during the public monitoring of the 2011 admission campaign. The organization will publish the current questions from the graduates, thus providing the maximum access of the future education services consumers to the information.
