Civil Network OPORA sent to city mayors of oblast centers the letters with proposals to sign the “Code of Conduct of Public Officials and Civil Servants During the Election Process,” and adhere to it during local elections due on October, 25. The election process officially started in Ukraine on September, 5, 2020.

Representatives of the National Police of Ukraine in Luhansk oblast have registered 5 probable violations of electoral legislation since the beginning of the election process. This was reported by OPORA's representatives from Luhansk Oblast based on their own information and with reference to the spokeswoman of the Main Department of the National Police in Luhansk Oblast Tetiana Pohukai.

On September 5, Facebook community "Typical Dniprodzerzhynsk" published a post about possible fraud with citizens changing their election addresses. Allegedly, residents of close villages are being brought to the State Register of Voters in Kamianske so that they can change their electoral address and vote in the city.

The election campaign in Donetsk oblast has began early. In August and early September, OPORA recorded early campaigning realized by potential participants in the election process: gifts, meetings with voters, billboards, holidays. At the same time, authorities established that it's impossible to hold local elections on 25 October 2020 in 10 communities of Donetsk oblast. OPORA analysis of public activity levels of political parties and potential candidates in August indicates to a full-fledged launch of the pre-election campaign, which is unregulated by any electoral legal framework on this stage.

Monitoring of Facebook's political advertising in August confirms that elections are very close. The unofficial election campaign of 2020 local elections has already started on social networks. For example, pages of six political parties at once are in the top ten largest advertisers of the month for the first time in 2020.

On September 1, children in Kharkiv schools received gifts containing party symbols of the Successful Kharkiv Kernes Bloc. Representatives of OPORA wrote an appeal to the Ministry of Education and Science of Ukraine.
