Based on a statistically justified number of polling stations, the Civil Network OPORA continues to monitor the quality of compliance with election procedures in the early elections of the Kharkiv mayor and in the by-elections of people's deputies of Ukraine in constituency No.184 (Kherson Oblast) and in constituency No.197 (Cherkasy Oblast).

Turnout in the by-elections in 184 constituencies (Kherson region) at 16:00 is 17.6% (error - 2.2%). In 2019, in the parliamentary elections in the district, voter turnout at the same hour was 36%.

Civil Network OPORA, based on a statistically justified number of polling stations, assessed the quality of compliance with election procedures in the extraordinary elections of Kharkiv mayor and in the by-elections of people's deputies of Ukraine in constituency No.184 (Kherson Oblast) and in constituency No.197 (Cherkasy Oblast) as of 12:00.

On the basis of a statistically valid number of polling stations, the Civil Network OPORA assessed the quality of compliance with election procedures, including PEC preparatory meetings and opening of polling stations, in the early elections of the Kharkiv mayor and by-elections of MPs in constituencies No.184 (Kherson region) and No.197 (Cherkasy region).

The Civil Network OPORA provided non-partisan observation over all stages of the election process during 2020’s first local elections under Ukraine’s new territorial administration system . This report is the result of the work of 164 long-term and 1,300 short-term observers of the organization who had received prior training and knowledge testing on Ukrainian electoral law and independent monitoring standards.

The Central Election Commission approved the form, color, and text of ballot papers for voting on October 31 in single-member constituencies No. 184 and No. 197. Because there are candidates with identical names and surnames, the Commission decided to assign numbers to them on the ballot list. These numbers will not change even if the candidates are deregistered.
