OPORA Finds Falsification of Protocols at Polling Stations in the Novobavarsky City District of Kharkiv

On 17 December 2020, mass media have started to publish information about the death of Kharkiv Mayor Hennadii Kernes. Thus, different collegial bodies must act in line with Ukrainian laws, i.e., identify the fact of death, terminate the mayor's authority, and call an early election. OPORA publishes a legal comment on the exhaustive list of actions that should lead to a new mayor's election.

On September 1, children in Kharkiv schools received gifts containing party symbols of the Successful Kharkiv Kernes Bloc. Representatives of OPORA wrote an appeal to the Ministry of Education and Science of Ukraine.

  Before the preparatory meeting at the polling station #631331 came to an end the commission members were notified that the composition of the PEC was changed. To 11 members of PEC will be added one more member, who was substituted. But it was not the last change that happened at this station.   

At DEC #177 member of the commission from Mykhailo Dobkin - Oleksandr Ostroverkh, and at DEC #179 member of the the commission from Anatolii Hrytsenko - Tymur Tomaiev are threatening to remove the official observers from OPORA from the building of DEC.

As reported by the observer of the Civil Network OPORA, during the preparation meeting at the polling station #630680 (constituency #182), one of the ballot boxes had a damaged seal. According to the decision made by the election commission the ballot box was removed and will not be used during the election process. After the events of the night of acceptance of protocols from PECs, the All-Ukrainian Union Fatherland filed a claim against the actions of the district election commission of district No.173. In the claim, a representative of the political party asked to recognise the decision of the district commission on the acceptance of documents of the precinct election commissions as such that violates current legislation and oblige the DEC to carry out vote recount. On 28 October, at the DEC No.170, candidate for People's Deputy of the SPU Anatolii Sereda informed that his agent Mykola Tovstiak had been beaten. According to him, the incident occurred next to Kharkiv School No.64, where polling station No.631441 was situated on the election day.

Around 11pm on 28 October, DEC of the ED No.170 received a phone call about the fire at Kharkiv School of the I-III levels No.97, situated at 5H Hvardiytsi Shyronintsi Street.  Head of the district commission of the ED No.170 Oleh Bondarenko was informed by phone that there was no threat for precinct commissions situated on the premises of school No.97.

80 000 UAH it is the starting amount of money which was spent by the telecommunication companies on renovations of the entrance halls in the dwelling houses in Kharkiv city.
