Security observers of the Civil Network OPORA are starting their activities in the government-controlled territories of Donetsk and Luhansk regions. They will monitor the situation in the 18 communities left without self-government in order to objectively and impartially assess the preconditions for organizing the elections.

The Civil Network OPORA hereby states the presence of convincing facts about non-respect for the right of Kharkiv voters to fair elections and the legal counting of their results during the election of a new mayor. These facts highlight the need to take urgent measures to restore trust in the election. There shall be maximum openness and interest of the subjects of the election process to investigate all identified issues in establishing the returns and results of the vote.

After OPORA observers claimed that the protocols with the results of the Kharkiv mayoral election had been falsified, information attacks were launched against the organization.

OPORA found forged vote count protocols at nine polling stations in the Novobavarsky city district of Kharkiv.

The extraordinary elections of the Kharkiv mayor on October, 31 took place in a competitive environment, but they were accompanied by serious violations of the requirements of Ukrainian law and international standards for democratic elections. On election day and the night of the vote count, OPORA observers recorded not so many violations: 50 in the Kherson Oblast, and 59 in the Cherkasy Oblast. However, candidates' election campaigns using administrative resources and "election charity", as well as notorious reports of possible voter bribery, could have a significant impact on the campaign and on the principle of equal rights and opportunities for candidates.

On October 31, 2021, in the single-mandate constituencies No.184 (Kherson region) and No.197 (Cherkasy region), voting took place in the by-elections of people's deputies of Ukraine, while in Kharkiv, citizens elected a mayor in the early elections.

Based on a statistically justified number of polling stations, the Civil Network OPORA continues to monitor the quality of compliance with election procedures in the extraordinary elections of the Kharkiv mayor and the by-elections of people's deputies of Ukraine in constituency No.184 (Kherson Oblast) and in constituency No.197 (Cherkasy Oblast).
