Civil network OPORA and more than 200 other NGOs have already taken a stand against the proposal to hold elections during the Russian invasion. According to Civil network OPORA, conduct of election under martial law violates the Constitution of Ukraine and runs counter to Ukraine’s international commitments.

Communication and building a shared position between national election observation organizations and international missions is required not only during or after elections, but also between the elections, especially in case of the russian aggression against Ukraine.

The challenges of holding a vote in wartime are both small and big—and often unexpected.

When we talk about the tools, we need to understand how, when, and why we are going to use them. After all, e-voting may look attractive to address some technicalities in the organization of the voting procedure. However, elections without political competition during the war will only create fake democracy. It was highlighted by the Chair of the Board of the Civil Network OPORA, Olha Aivazovska, during the discussion “Elections in the Digital Era: Opportunities and Challenges” as part of Warsaw Security Forum on October, 4.

In order to ensure fair and legitimate elections in Ukraine, it is necessary to provide Ukrainian politicians and parties with the opportunity to campaign both inside and outside the country to reach out to those 20% of Ukrainian citizens who are forced to stay abroad. 

Last week (September 25 - October 1), Ukraine announced the creation of the Defense Industries Alliance for weapons manufacturing. The Kremlin hasn’t given up on its imperial ambitions and threatens to capture new territories. For this purpose, the aggressor state plans to spend more than a third of its federal budget funds on the war.
