On 9 September, the election process in 201 united territorial communities has started. Thus, election of city heads and councilors will be held on 29 October.

The elections will be held in all Ukrainian oblasts: Vinnytsia oblast – 9 UTCs; Volyn oblast – 19; Dnipropetrovsk oblast – 19; Donetsk oblast – 2; Zhytomyr oblast – 13; Zakarpattia oblast –– 1; Zaporizhia oblast – 10; Ivano-Frankivsk oblast – 8; Kyiv oblast – 4; Kirovohrad oblast – 6; Luhansk oblast – 4; Lviv oblast – 8; Mykolaiv oblast – 1; Odesa oblast – 11; Poltava oblast – 12; Rivne oblast – 5; Sumy oblast – 9; Ternopil oblast – 4; Kharkiv oblast – 7; Kherson oblast – 10; Khmelnytsk oblast – 7; Cherkasy oblast – 15; Chernivtsi oblast – 4; Chernihiv oblast – 14.

The CEC has approved 55 million 138 thousand 900 hryvnias for the organization and conduct of the first elections in communities, plus 241 thousand 100 hryvnias for the preparation of voter lists and personal invitations.

According to the calendar plan, raion election commissions must establish village, town and city election commission (TECs) and appoint their members before 16 September, and TECs must finish redistricting before 20 September. On 25, the nomination of candidates for village, town, and city heads starts. Candidate registration documents may be submitted till 4 October inclusive. TECs must take decision on the registration of candidates before the 5th of October.

Thus, territorial election commissions must approve the text of ballot papers before 11 October.

Civil Network OPORA is planning to conduct a wide-scale long-term and short-term observation of elections in UTCs. Thus, 69 long-term observers will be deployed to monitor elections in 24 oblasts.

Civic observation is an inherent part of democratic and transparent elections. OPORA will inform the citizens about the course of campaign, as well as about the adherence to effective legislation by electoral subjects. Another goal of the organization is to prevent electoral violations.
