Duties and responsibilities of long-term observers:
- observing of the election process, ignorance or violation of election rules and procedures at all stages: voting, vote count, and determination of election results etc;
- collecting accurate information about the course of election process and making substantive conclusions;
- recording and reporting violations committed during the voting process or other stages of the electoral process;
- giving a preliminary assessment of the election process based on the collected data.
Duties and responsibilities of oblast coordinators:
- selection (together with the central office of OPORA) and training of long-term observers;
- preparing monitoring reports;
- representative functions in oblast (communication with mass media, international missions, political parties, electoral subjects and the public);
Duties and responsibilities of regional coordinators:
- organization of observation in their oblasts;
- explaining oblast LTO coordinators the forms and instructions, and gathering primary information from them;
- initial processing of regional reports, specification of the data;
- participation in oblast LTO and STO trainings in each region.
Requirements for long-term observers, oblast and regional coordinators:
- above 18 years old.
- nonpartisan and politically unbiased.
- having experience in electoral observation;
The following individuals cannot be qualified as official observers: an official of the state executive bodies, a court, law enforcement bodies or local self-government bodies; a person engaged in alternative (non-military) service.
