According to the data gathered by official observers of Civil Network OPORA, there were no gross violations on the beginning of election day in early election of Kryvyi Rih city mayor. Observers reported calm atmosphere on preparatory meetings of PECs and opening of polling stations. At the same time, a number of procedural violations occurred in PECs.
According to the data of Civil Network OPORA, which has deployed official observers to a representative number of polling stations in Kryvyi Rih, all the PECs had quorum on their preparatory meetings (more than a half of membership). All the polling stations were opened on time (at 8:00), and the voting process started in accordance with the Law.
However, 3.8% of polling stations in Kryvyi Rih failed to keep meeting minutes.
1.3% of OPORA's observers have reported that PECs failed to provide them with opportunity to conduct a comprehensive observation of all election procedures on morning meetings and the beginning of voting process.
There are 293 polling stations opened in early election of Kryvyi Rih city mayor, securing the voting process from 8 am to 8 pm on 27 March 2016.
Precinct commissions held preparatory meetings not earlier than 45 minutes before the election day (at 7:15 am) to conduct procedures that are significant for opening of polling stations. Each commission is obliged to keep minutes of its preparatory meeting, and include the number of ballot papers received by a PEC to vote count protocol at a polling station.
On a preparatory meeting, PEC members shall check the sealing of safe holding ballot papers and open it; to check and seal ballot boxes. A control sheet shall be put in each ballot box, signed by PEC members and attendees, and sealed with PEC seal. PEC members receive ballot papers on the preparatory meeting. According to the Law, any ballot papers must not be left in PEC safe.
