Today, on 6 February, Civil Network OPORA launches citizen observation of early mayoral election in Kryvyi Rih. Observation campaign finishes when election outcomes are officially announced in accordance with the procedure established by the Law of Ukraine on Local Elections.
On 30 January 2016, Ukrainian President Petro Poroshenko signed the Law on Early Mayoral Election in Kryvyi Rih, which was adopted by the Verkhovna Rada of Ukraine on 23 December 2015. The corresponding elections were scheduled for 27 March 2016. We would like to remind that the Special temporary commission of the Verkhovna Rada of Ukraine on investigation of facts surrounding the violations in the repeated mayoral election in Kryvyi Rih held on 15 November 2015 recommended Ukrainian Parliament to establish the repeated mayoral election in Kryvyi Rih. Such recommendation was based on impossibility to determine the authentic results of election in the city and, therefore, election results as a whole because the detected electoral violations had significant impact on the general election outcome.
According to the Article 15 (1.2) of the Law of Ukraine on Local Elections, election process in Kryvyi Rih early mayoral election shall start in fifty days before the election day (on 6 February).
OPORA is organizing citizen observation in Kryvyi Rih to provide an unbiased assessment of the preparation and conduct of elections and to prevent election law violations. OPORA's team of five people will realize a long-term observation of early mayoral election in Kryvyi Rih.
On the election day (27 March 2016), OPORA is planning to deploy its representatives to the third part of all polling stations and to all territorial election commissions. Besides that, the organization will deploy mobile groups.
