Civic monitoring conducted by OPORA - is a type of network activity, aimed at impartial assessment of the preparation and conduct of elections, as well as preventing electoral violations through comprehensive civic action.
Long-term observers will have the following duties:
- Observing the course of election process, monitoring and preventing ignorance or violation of election rules and procedures at all stages;
- collecting accurate information about the course of election process and making substantive conclusions;
- recording and reporting violations committed during the voting process or other stages of the electoral process;
- giving a preliminary assessment of the election process based on the collected data.
Qualifying requirements for long-term observers:
- above 18 years old;
- nonpartisan and politically unbiased.
The following individuals cannot be qualified as official observers: election commission member, an official of the state executive bodies, a court, law enforcement bodies or local self-government bodies; a person engaged in alternative (non-military) service.
Press-secretary will have the following duties:
- writing information messages, reportings, press-releases;
- processing and verifying information from long-term and short-term observers;
- organizing and conducting press-conferences and other public events;
- communicating with the media;
- media coverage of observation campaign;
- monitoring the media, writing media reports.
