The voting process continues without major abuses, non-typical incidents and systematic violation of the Law. The number of violations detected by observers of Civil Network OPORA as of 4:00 PM remains low, and tendencies reported before midday remain stable. Violation of the voting secrecy, particularly when a voter intentionally discloses his/her choice or takes a picture of marked ballot paper, is the most widespread violation reported by observers.
Violation of the voting secrecy was detected at 5% of polling stations as of 4:00 PM. The percentage of such violations in the first round was slightly lower – 2.6%. The percentage of polling stations in Dnipropetrovsk where voting secrecy violations was detected has remained the same as at 12:00 PM – 3.7%. To compare, this percentage in the first round in Dnipropetrovsk reached 6.2%.
However, observers didn't notice any attempts to issue ballot papers without passport verification, although such violation was detected at 4.6% of polling stations in the first round of voting.
The voters were detected taking pictures of their ballots only at 0.8% of polling stations in Ukraine. The same situation was observed in the first round. However, such violations in Dnipropetrovsk were detected at 6.3% polling stations as of 4:00 PM.
Besides that, observers detected only some cases (at 0.4% polling stations) when the voters were deprived of an opportunity to vote. The rest of violations reported by observers as of 4:00 PM were solitary and can't have considerable influence on election results.
