As of 12:00 PM, the voting process corresponds to law requirements and procedures. There are no significant violations or conflict incidents noticed by OPORA's observers. Although observers have noticed some minor violations, their number is much less than on 25 October 2015.
The number of polling stations where commission members made attempts to issue ballot papers without passport verification has decreased from 14% to 1% if compared to the first round of voting. We would like to remind that according to the Law on Local Elections, a citizen can vote only after verification of a passport of Ukrainian citizen.
The incidents when citizens took pictures of their ballots (what is a criminal offence) were noticed as often as on 25 October – at 0.4% of polling stations in Ukraine. However, the number of such offences has slightly increased in Dnipropetrovsk – at 4% of polling stations if compared to 3.5% in the first round.
Violation of the voting secrecy was noticed at 5% of polling stations in Ukraine, the same as in the first round. In Dnipropetrovsk, however, the percentage of voting secrecy violation incidents has decreased from 7.9% to 4.4%.
Fortunately, OPORA's observers haven't noticed any incidents when the voters were banned from entering polling places.
