Civil Network OPORA continues informing you about observation results of MPs' constituency activities. OPORA's observers are mostly focused on adherence to Law requirements concerning personal reception of citizens, their work in the district, functioning of receptions etc.

We would like to present you a survey of the work done by three majoritarian MPs in Kyiv oblast: Oleksandr Marchenko (SMD #90), Oleksandr Onyshchenko (SMD #93) and Viktor Romaniuk (SMD # 94).

Oleksandr Marchenko from SMD #90 took an unpaid vacation till 10 June 2015 and didn't receive citizens in his reception as long as he was in the ATO area during the observation period. Taking into consideration that the MP lives in the city of Bila Tserkva, he visits his constituency quite often. His public reception is located in headquarters of the AUU Svoboda in the center of Bila Tserkva. It is open on the schedule and provides all the necessary information. Responding to citizen appeals, Mr. Marchenko has submitted during the reporting period one parliamentary inquiry to the Cabinet of Ministers of Ukraine concerning medical institutions for individuals who had suffered from consequences of Chornobyl catastrophe. Besides that, the MP has made one successfully adopted amendment to the Draft Law on Amendment of the Law of Ukraine on Protection of Childhood and Law on the Status of War Veterans and Guarantees for their Social Protection, which concerned state assistance to participants of anti-terrorist operation and their children to help them gain education.  Oleksandr Onyshchenko didn't have any personal reception hours and didn't participate in public events in district #93. MP's public receptions adhere to their schedule and provide the necessary information. According to employees of the public reception, the MP comes twice a month to his constituency. Oleksandr Onyshchenko has filed one parliamentary inquiry to the Ministry of Ecology and Natural Resources of Ukraine and to the Prosecutor General of Ukraine concerning illegal extraction and sale of sand by the Hidroelektroresurs LLC on the territory of the village of Pohreby in Brovary raion of Kyiv oblast, which doesn't belong to MP's constituency. Viktor Romaniuk didn't have reception hours in district #94 during the period scheduled by the Parliament to work in constituencies. However, he assisted organization of social entrepreneurship trainings in cities of Obukhiv and Vasylkiv. According to the program plan, the participants must develop business plans, and the best ones will receive cash prizes and reduced credits to launch own business. Besides that, they will visit entrepreneurs in Ukraine and Venice to adopt their experience. The Young Patriot European program for school initiatives development is another initiative that receives MP's assistance. The program covers cities of Obukhiv (has already finished) and Vasylkiv. Winners of the contest will have an opportunity to visit Italy. Despite Viktor Romaniuk quite regularly visits his constituency, his assistants couldn't tell the exact schedule of such visits.
