An International Conference “Has Electoral Reform Been Achieved in Ukraine?" will be held on June 23, 2015, in Kyiv (President Hotel, Hospitalna St., 12) from 10:30 to 17:00. Participants will assess the quality of electoral reform ongoing in Ukraine, and discuss an action plan directed to organization of democratic local elections in autumn 2015. The focus of the conference is electoral law innovations, compliance with the international obligations of Ukraine (EU, Council of Europe, OSCE), and security factors that influence the election and its outcome.

Members of Ukrainian Parliament, Ukrainian and international experts on elections, political process and security, governmental officials, representatives of the Central Election Commission and local authorities, political parties, civil society and international organizations are among invited participants of event.

Conference languages: Ukrainian, English. Simultaneous translation will be provided.

The event is organized by a group of NGOs including Civil Network OPORA, Ukrainian Center for Independent Political Research, Election Law Institute, Regional Press Development Institute, Internews-Ukraine, RPR supported by IFES, USAID and the Government of Canada. 

The conference includes three main discussion panels:

I. Ukraine's international obligations on electoral reform: content, timing and assessment of compliance.

II. Changing the rules for local elections: content, key players and legislative results.

III. Safety during election and compliance with electoral rights in Donetsk and Luhansk oblasts and internally displaced persons of the Autonomous Republic of Crimea: finding common solutions.
