Taking into consideration that elections were not held in the Autonomous Republic of Crimea, temporarily occupied by the Russian Federation, and illegal armed formations and terrorist groups interfered into the election process in Donetsk and Luhansk oblasts, the voter turnout in early elections to the Verkhovna Rada of Ukraine was quite high – 52.42%. Similarly to the Presidential election in May, activeness of the voters was changing throughout the day from the center to the west of the country.

As of 12:00 PM, the highest voter turnout was in central oblasts – Kirovohrad and Cherkasy – 26.25% and 25.77% respectively. I was also high in Khmelnytsk oblast (23.96%), Kyiv oblast (23.94%), Sumy oblast (23.63%), and Volyn oblast (23.52%).

The largest number of voters came in the morning in districts #101 - 29.86% (centered in the town of Holovanivsk , Kirovohrad oblast); #102 - 29.38% (centered in the city of Znamianka, Kirovohrad oblast); and #199 - 29.29% (centered in the city of Zhashkiv, Cherkasy oblast).

In Donetsk and Luhansk oblasts, the voter turnout was the lowest, as well as in Odesa oblast – 14.47%.

According to the official data, the voter turnout as of 4:00 PM was the highest in western Ukraine. For example in Volyn oblast, almost a half of registered voters had voted (49.94%). The voters were also quite active in Lviv oblast (49.78%), Ivano-Frankivsk oblast (48.12%), Khmelnytsk oblast (47.84%), and Ternopil oblast (47.78%).

Three districts with the highest voter turnout as of 4:00 PM: #85 - 54.72% (city of Kalush, Ivano-Frankivsk oblast); #120 - 53.32% (city of Horodok, Lviv oblast); and #23 - 53.30% (town of Manevychi, Volyn oblast).

The lowest voter turnout voter turnout was again in Donetsk, Luhansk, and Odesa oblasts – 25.96%, 28.47%, and 29.56% respectively.

As of 8:00 PM, according to the data submitted to the CEC by district election commissions, the same oblasts had the highest voter turnout: Lviv (70.00%), Ternopil (68.28%), Volyn (64.85%), and Ivano-Frankivsk (63.73%) oblasts.

As for single-member districts, the highest voter turnout was noticed in Lviv oblast (district #120, city of Horodok - 75.53%; district #119, city of Brody - 72.64%), and in Ternopil oblast (district #166, city of Terebovlia - 72.57%).

The lowest total voter turnout was in Donetsk oblast (32.4%), Luhansk oblast (32.87%), and Odesa oblast (39.52%). Besides that, the analysis of how the voter turnout in Donetsk oblast was changing throughout the day, we can make an assumption that it was manipulated in some districts. In particular, in district #45 (the DEC was relocated from Donetsk to Sloviansk), where 71.97% of voters voted at only 4 polling stations opened on the election day. To compare, the voter turnout in this district in 2012 was 69.39%, and the voting was organized at 110 polling stations.
