In the night of 27 October, in the city of Bakhmach (DEC #208), a long-term observer detected that protocols were being re-written right in the hall of the DEC, the stamp was brought there, and some other violations. Civil Network OPORA has already informed about gross violations in district #206, now we get reports that members of PECs repeatedly commit similar violations in the DEC #208.

In district #208 (Chernihiv oblast), observers reported mass-scale procedural violations during transference of ballot papers to DECs by PEC members.

Stamps of precinct election commissions were brought to the premises of the DEC #208. Besides that, members who must have been making changes in electoral documentation usually crowded in the hall. Thus, long-term observer of the CN OPORA witnessed how the electoral documentation was re-written.

We remind that similar facts were also reported if this Commission in 2012 Parliamentary elections.

Civic monitoring conducted by OPORA - is a type of network activity, aimed at impartial assessment of the preparation and conduct of elections, as well as preventing electoral violations through comprehensive civic action.
Starting from September 2014, Civil Network OPORA conducts a large-scale observation of special parliamentary elections in Ukraine. The organization will attract 213 long-term observers in every region of Ukraine to monitor the campaign from its official start to announcement of the final election results.
