The voting is being held in a regular mode, without significant abuses or planned wide-scale violations which can influence election results. Despite the number of violations reported (according to statistics) is low, tendencies that appeared in first voting hours are still there as of 4:00 PM.

The most widespread violation reported by observers of the Civil Network OPORA is an attempt to issue a ballot paper without passport verification – detected at 6.7% of polling stations. Despite such violations usually happen because commission members sincerely try not to deprive the voters of their right to vote, every such incident is a direct violation of the Article 85(3) of the Law of Ukraine on Elections of People's Deputies of Ukraine. However, the percentage of such violation has decreased from 7.4% to 6.7% in comparison to the first half of the day. 

Instead, the number of violations related to attempts of illegitimate voting, when commission members tried to hand out ballot papers despite the data in voter list was different from passport data, or they were not included in the voter list, has increased. Such incidents were reported in 4 % of polls. We remind that this percentage was 1.4% at 12:00 PM.

Unauthorized persons were present at 2.7% of polling stations, what is violation of the Article 34(2) of the Law of Ukraine on Elections of People's Deputies of Ukraine. At 12:00 PM this percentage was a little higher. Such incidents were reported at 3.2% polling stations.

The number of incidents related to attempts to take ballot papers out of polling stations has also decreased from 2.3 to 1.7%. At attempt to give a ballot to another person (what may be a part of the carousel voting technology) is a criminal offense (Article 160(1) of the CrCU). The maximal punishment for such offense is corrective labor for up to two years or restriction of liberty for the same period.

Violation of the voting secrecy was reported at 1.5% as of 4:00 PM, while at 12:00 PM this percentage was 2.7 %. Deliberate violation of the voting secrecy, when choice of a voter is intentionally disclosed, shall be punished with a fine or corrective labor for up to two years, or restriction of liberty for up to three years.

The rest of violations reported by observers as of 4:00 PM (taking pictures of ballots, handing out money, ballot box stuffing) were solitary and can't have considerable influence on election results.
