Blank protocols, unstamped control sheets in the ballot boxes, and photocopying of ballot papers at the ED #27.
At PEC #121172, located at 24a Chernyshevskoho St., ED#27 OPORA observers have reported a blank Protocol #1 on Vote Tabulation at the Polling Station. After the morning meeting, the protocol should have contained: the number of ballot papers received by the PEC, and the number of voters in the extract from the in situ voters list.
A similar violation was reported at PEC #121110 at 1, Chervona St., ED #26.
The PEC #121183 at 2, Lazariana St., in the city of Dnipropetrovsk (ED#27) has not stamped the control sheets. The commission attempted to conceal this incident from OPORA observers and from the public. After the violation was reported, the two ballot boxes, in which voters had already dropped their ballot papers, were sealed. Properly prepared and stamped control sheets were dropped into the other four ballot boxes.
This is a violation of the Article 84 (4) of the Law of Ukraine on Elections of People’s Deputies of Ukraine: As soon as a ballot box has been examined, it shall be sealed or, if that impossible, affixed with the seal of the precinct election commission; after that, a control sheet shall be dropped into the ballot box, with the indication of the number of the single-mandate district, the number of the election precinct, the number of the ballot box, the time when the control sheet was dropped into the ballot box, and with the signatures of all precinct election commission members present, as well as of any MP candidates, their proxies, parties’ authorized persons, and official observers wishing to sign it..
In the ED #27 students have photographed their filled-in ballot papers.
At the polling station #121188, 19, Karla Marksa Ave., the city of Dnipropetrovsk, four students have been detained who have photographed their ballot papers after they filled them in.
One of the commission members have heard the sound of a photo camera coming from the voting cabin and called for a police officer. The voter, who turned out to be a student, was found photographing his ballot paper.
Three more similar cases were reported after that incident. It is noteworthy, that all these voters marked the “All-Ukrainian Union “Zastup” in their ballot papers.
According to the OPORA official observer, the violators were detained and transferred to the district police department together with the evidence – their ballot papers.
