The OPORA observer was not allowed to enter the premises of the DEC in the morning at the ED #66 with the center in the city of Malyn.
The Head of the DEC, Strukova Liudmyla stated: “Observers would hinder the commission’s work. They should be present at meetings only and at the moment they have no right to be there”.
The OPORA observer has prepared the act and reported to the election Operational Headquarters of the Department of the MIA. After that only the OPORA observer was allowed to enter by the Head of the DEC although nearly 10 observers from other parties and NGOs were also present.
According to the Law of Ukraine on the Elections of People’s Deputies of Ukraine an observer has the right to be present at meetings of the CEC (Article 34 (2)), PECs within a single-mandate election district and meetings of DEC without permission or invitation from corresponding commissions (no more than 2 observers from an NGO at the CEC meetings and no more than 1 from each NGO at DEC or PEC meetings are allowed), including at the time of vote tabulation and ascertaining the election results (Article 34, Article 78 (9)).
