After the voting started, a portion of ballots remained in a PEC safe. On remark of the OPORA observer the ballots were taken out.

During the morning meeting, the PEC 121563 members left a portion of ballots in a safe. The OPORA observer remarked that none of the ballots may remain in a safe since it contravenes to the electoral legislation. But the Head of the commission objected saying that the commission always does so since their precinct is very small and all PEC members agreed to keep a portion of ballots in the safe. 

The observer has demanded to immediately stop the violation and has informed that in case his request is not satisfied he would prepare an act and a complaint to the DEC as well as a report to the law enforcement bodies on suspicion in committing a crime or an attempt of a crime of rigging voting documentation. Then the Head of the PEC agreed to comply with the request and took out the ballots from the safe to be distributed among PEC members.

Reminder: the PEC #121563 is located within the DEC #31 (Center: the city of Kryvyi Rih, Zhovtnevyi district. The ED includes: Zhovtnevyi district, part of the Terniv district of the city of Kryvyi Rih, towns of Hirnytske and Kolomiiceve,  the villages of Novoivanivka and Ternuvatyi Kut of the Kryvyi Rih city council).

According to Article 84 (7) of the Law of Ukraine on the Elections of People’s Deputies of Ukraine a PEC Head gives a necessary number of ballots for voting in the nation-wide district and single-mandate district to PEC members, who will distribute ballots to voters in the voting premises and arrange voting in situ. The number of the ballots given to PEC members for arranging voting in situ in both nation-wide and single-mandate districts must be equal to the number of voters, included to the extract from the voters list. Transfer of ballots is recorded in the record sheet according to the form specified by the CEC. The abovementioned PEC members certify their receiving the ballots putting signature in the record sheet and are responsible for their keeping and following the specified by this Law procedure of distributing them to voters. No single ballot may remain in a safe.
