On 23 September, the results of social research titled "Petro Poroshenko Bloc is an absolute leader one month before elections" were published on the site "Dniprohrad". The author Ivan Murakha refers to the research conducted by the Yu.S.S. research company in Dnipropetrovsk oblast, according to which, 43.7% of respondents who are going to participate in the elections are ready to vote for the Petro Poroshenko Bloc.
The text itself has all signs of an ordered article. There are no results of the research on the site of the Yu.S.S. research company, the polling method is not specified, as well as the margin of error. Only approximate date of the poll is indicated.
In fact, the published results show only the attitude of respondents. Thus, they are not representative.
The site "Dniprohrad" is maintained by civic associations - the Civic Activists of Dnipro and the Civic Activists of Dnipropetrovsk, which were led by Andrii Denysenko, who is MP candidate from the Petro Poroshenko Block in district #26.
It's the second situation with ratings, noticed by the OPORA this week.
Publishing of inquiry results without full information is a violation of Article 71 (10) of the Law of Ukraine on Elections of People's Deputies of Ukraine: When making public the results of public opinion poll related to the election of MPs, mass media shall indicate the person or entity that commissioned the poll, the full name of the organization that conducted the poll, the time when the poll was conducted, the territory covered by the poll, the size and method of sampling, the polling method, the exact wording of the questions, and the possible statistical error.
