Almost in all DECs observers noticed members of PECs with stamps, who corrected the protocols on vote count results. They were usually correcting inaccuracies: discrepancies in written numbers and numbers in digits, the date etc.
A member of the DEC #120 (centered in Lychakivskyi district) acted in especially outstanding way. He had personally advised (!) members of precinct commissions not to return to polling stations, but to rewrite the protocols in the DEC. With such activities, members of PECs have gravely violated the electoral legislation. Thus, the Article 82(7) of the Law of Ukraine on Elections of the President of Ukraine, in order to amend the protocol, precinct election commission shall consider this issue. The protocol, with a mark "Amended" shall be transferred to the DEC.

Civic monitoring conducted by OPORA - is a type of network activity, aimed at impartial assessment of the preparation and conduct of elections, as well as preventing electoral violations through comprehensive civic action.
Since March, OPORA conducts a wide observation campaign during snap Presidential election, interim Parliamentary elections (district #83), and special local elections. The organization cooperates with 175 long-term observers, who are watching the course of election campaign in all Ukrainian regions. On the Election Day on May 25, 3,000 activists will join them to conduct the parallel vote tabulation, based on statistical sample.
