In Kherson oblast billboards containing hidden agitation in favor of the candidates for the President were noticed. At the same time candidates for the city Mayor resort to more "technological" means of hidden agitation:the voters receive SMS, in which they are encouraged to vote for a certain candidate for city mayor.

Also. the observers recorded the billboards all over the city and oblast containing the slogans, which where used before the elections in the outdoor advertising of Valerii Konovaliuk, Petro Poroshenko, and Yulia Tymoshenko. These products are considered as hidden agitation. 

During the elections of city mayor the unlawful agitation was conducted in a more technological manner: dwellers of Kherson city massivly post screenshots of the SMS the received: "What a nice day for a right choice, Yaremenko" (who is a candidate for the city Mayor of Kherson).This fact causes the dissatisfaction of the mobile phone users, because such mass mailing show that someone is illegally using the databases of the mobile network operators.

Moreover, in Henichensk rayon of Kherson oblast, which is situated on the border with Crimea, was recorded the fact of placement of the provocative posters, which call people not to come to elections. Text: "Do not go to the elections! Remember: its harder to fake the turnout than the votes!"
The perpetrator was detained and the posters were withdrawn. According to the police statement, this accident was filled in the protocol
according to the Article 152 of the Code of Ukraine on Administrative Offenses. (The violation of the state standards, norms and rules in the field of public welfare, and welfare of the residential areas). The law enforcement bodies claim that similar posters were also placed in the oblast center, but the offenders were not detained.

Civic monitoring conducted by OPORA - is a type of network activity, aimed at impartial assessment of the preparation and conduct of elections, as well as preventing electoral violations through comprehensive civic action. Since March, OPORA conducts a wide observation campaign during snap Presidential election, interim Parliamentary elections (district #83), and special local elections. The organization cooperates with 175 long-term observers, who are watching the course of election campaign in all Ukrainian regions. On the Election Day on 25 May, 3,000 activists will join them to conduct the parallel vote tabulation, based on statistical sample.
