In Dnipropetrovsk city, DEC #27, PEC #121166, Zhovtnevyi raion, three violations at once were reported.
Three persons entered the booth simultaneously. According to the Article 76(4) of the Law of Ukraine on Election of the President of Ukraine, ballot papers shall be filled in personally by a voter in a booth (room) for the secret voting. During filling of ballot papers, the presence of other people is prohibited, as well as taking pictures and videos by any means. A voter, who cannot fill in the ballot himself, having informed the head or other member of precinct election commission in advance, such voter has the right to ask for help another voter, but not commission member, candidate for the President of Ukraine, proxy of candidate, or official observer.
The extract from the voter list for voting at the place of stay was signed at 11am. According to the Article 77(2) of the Law of Ukraine on Election of the President of Ukraine, to organized the voting at the place of stay for people who cannot move independently, precinct election commission shall create an excerpt from the voter list according to the form, provided by the Central Election Commission on the last day before the Election Day. Such excerpt shall be provide to the precinct election commission immediately after it is created.
Tymoshenko came to the polls with personal guards and security service, what is the violation of electoral legislation regarding the presence of authorized persons on the polling station. According to the Article 28(9) of the Law of Ukraine on the Election of the President of Ukraine, during the vote count or determination of election results, at polling stations during the election day or the repeated voting in the place where the voting is conducted, only the following individuals have the right to be present without any permits or invitations: candidates for the President; their authorized persons (not more than one authorized person from one candidate); official observers from candidates, parties participating in the election process, or non-governmental organizations (not more than two persons from every candidate, party, organization); official observers from foreign states and international organizations; mass media representatives (not more than two persons from one mass media company). If the other elections are conducted simultaneously with the election of the President of Ukraine, during the meetings of precinct election commission, vote count or determination of election results, at polling stations during the election day or the repeated voting in the place where the voting is conducted, only the following individuals have the right to be present without any permits or invitations: candidates who are subjects of the election process, their proxies, official observers, representatives, authorized representatives from parties, and subjects of election process.

Civic monitoring conducted by OPORA - is a type of network activity, aimed at impartial assessment of the preparation and conduct of elections, as well as preventing electoral violations through comprehensive civic action. Since March, OPORA conducts a wide observation campaign during snap Presidential election, interim Parliamentary elections (district #83), and special local elections. The organization cooperates with 175 long-term observers, who are watching the course of election campaign in all Ukrainian regions. On the Election Day on May 25, 3,000 activists will join them to conduct the parallel vote tabulation, based on statistical sample.
