According to the information provided by observers of a joint monitoring campaign of the Donetsk Office of the Committee of Voters of Ukraine and Civic Network OPORA, 15 of 22 district election commissions are not functioning in Donetsk oblast as of 9am.

# 41, 42. 43, 44, 45, — Donetsk;

# 51, 52 — Horlivka;

# 53 — Yenakiieve;

# 54 — Torez;

# 55 — Shakhtarsk;

# 46 — Artemivsk; Some election commissions have opened, but work without ballot papers.

# 48 — Kramatorsk;

# 56, 57 — Makiivka;

№ 60 — Mariinka. The DEC is not functioning, but some polling stations are opened.

Some polling stations have opened only in 7 districts in Donetsk oblast, and are trying to organize the voting process:

# 47 — Oleksandrivka; Only 19 polling stations are opened, secretaries and heads of 2 commissions have resigned, but the commissions decided to work without them;

# 49 — Dobropillia; Only 8 polling stations haven't opened in the city, 1 polling station in Dobropillia raion is closed;

# 50 — Krasnoarmiisk; 6 of 55 polling stations in Krasnoarmiisk are closed;

# 58 — Mariupol; Only 4 polling stations are closed

# 59 — Mariupol; 91 polling stations are opened and 8 are closed;

# 61 — Dokuchaevsk; A number of polling stations were opened, but some of them ((#140803, #140800, #140792) were seized by representatives of DPR yet in the morning;

# 62 — Starobeshevo; Precinct commissions in the district are receiving ballot papers. Representatives of the DPR came to the polling station #140472 at 5am and forbade members of PEC to work. In Amvrosiivka, unknown persons have broken windows in a lot of PECs.

About civic observation during the elections:

Civic monitoring conducted by OPORA and AUNGO Committee of Voters of Ukraine in Donetsk - is a type of network activity, aimed at impartial assessment of the preparation and conduct of elections, as well as preventing electoral violations through comprehensive civic action.

Since March, Civil Network OPORA conducts a wide observation campaign during snap Presidential election, interim Parliamentary elections (district #83), and special local elections. The organization cooperates with 175 long-term observers, who are watching the course of election campaign in all Ukrainian regions. On the Election Day on 25 May, 3,000 activists will join them to conduct the parallel vote tabulation, based on statistical sample. In Donetsk oblast, civic observation during Presidential Election is secured by the Donetsk Office of the Committee of Voters of Ukraine.
