Voting shall take place at 213 territorial constituencies (all over Ukraine, except temporary occupied territory of the Autonomous Republic of Crimea and Sevastopol city) and at single overseas constituency. At the same time, due to the activity of terrorist groups and unknown armed people, the work of separate district election commissions in Luhansk oblast (here the elections will take place only in district #114 with center in Bilovodsk and in district #115 - Svatovo) and Donetsk oblast (as of May 24 only 9 out of 22 DECs were functioning, the work of others was blocked by terrorist groups) is greatly hampered or completely blocked.
It's important to mention that the preparatory meeting of district election commissions start at 7:15 AM. And the voting itself takes place from 8:00 AM to 8:00 PM. We remind that the electoral legislation prohibits the inclusion of voters to the voter lists during the Election Day. On the Election Day, May 25, 2014, the election commission has no right to include any changes to the voter list, except of correction of inaccuracies, even when the court decision is available.
This year the voter turnout is expected to he quite high. We remind that during the first round of Presidential elections in 2010, the turnout constituted 66,76%, and 69,15% during the second round.
The Central Election Commission presents the results of elections and fills in a respectful protocol during its meeting, which should be held during ten days but not later that at 3rd day after receiving all protocols on election results at territorial constituencies from district election commissions, including those marked as "Corrected", and the protocol of the Central election commission on the voting results at the overseas constituency. The Central Election Commission is obliged to determine the results of the Presidential elections in Ukraine regardless the number of electoral districts/ constituencies at which the election process was not organized or did not take place. The legislation provides, that in case it is impossible to determine the election results or at certain polling stations or constituencies they were nulled, the elections in general will be considered as those which took place.
Since March, OPORA conducts a wide observation campaign during snap Presidential election, interim Parliamentary elections (district #83), and special local elections. The organization cooperates with 175 long-term observers, who are watching the course of election campaign in all Ukrainian regions. In order to evaluate the quality of the voting process and to forecase the voting results with the maximum accuracy, OPORA will use quick statistical vote count, which will be performed by 3 000 activists of OPORA during the Election Day. Quick count techniques are stationary observation during the voting and counting process at the polling station, chosen by random selection. On 26 May, the day after the voting process, at 11:30am in the UNIAN Information Agency, OPORA will promulgate the results of its parallel vote tabulation.
