Employees of the State Emergency Service of Ukraine are gathering information about voter turnout in district #224. Such information was provided by OPORA activists.
In particular, a journalist of the Tochka OPORY newspaper noticed an employee of the State Emergency Service, who asked the Head of Precinct Election Commission about voter turnout at polling station #850076 (Sevastopol city, 12 Dmytra Ylianova Street). After receiving the data, the employee of the State Emergency Service has provided it to undetermined persons by phone (photo is attached). In a short conversation with the journalist, the employee of the State Emergency Service confirmed that every two hours he gathers information about turnout at this polling station. Then, he provides this information to the State Emergency Service. Instead, the Head of Precinct Election Commission informed that the employee of the State Emergency Service is included to the attendance register, but she refused to say his official status during the voting. Sometime later, the Commission Head have informed that the employee of the State Emergency Service is gathering information about voter turnout in order to "predict and avoid crowds in the polling station".
The Law of Ukraine on Elections of People's Deputies of Ukraine clearly determines the list of persons which should be present at the polling station during the voting. Employees of the State Emergency Service are not included to this list. Moreover, there are no legal grounds for gathering information about voter turnout by these employees.
OPORA's activists have appealed to the Operational Coordination Center of the State Emergency Service Department of Ukraine in Sevastopol city (by phone number (0692)65-55-02), and an employee of the Center had confirmed, that information about voter turnout is gathered by the State Emergency Service in Sevastopol city. However, he didn't provide any legal grounds for such activities.
Civil Network OPORA officially and publicly appeals to the State Emergency Service, asking to explain activities of its employees in election district #224, which are not established by the law.
