Although 2012 Parliamentary election campaign is has reached its logical conclusion, a lot of issues of the vote counting procedure and violation of the election legislation are still urgent. The similar situation is being observed in Luhansk oblast.
According to the CEC, 100% of protocols are processed, and in 9 of 11 single-mandate election districts the Party of Regions has won. In election districts #108 and #104, self-nominated candidates have won with a certain margin. According to the results of vote count in single-member district in Luhansk oblast, the Party of regions has got a leading position.
However, the analysis of voting results in some single-member districts in Luhansk oblast casts doubts on some issues, in particular, on the voting at the place of residence. The reason is the protocols of the DEC #113 and the DEC #114 show the biggest number of voters which have received ballots at their place of residence. Thus, according to the vote counting protocols in District election commission #113, the number of such voters is 9 301 people out of 94 194 voters. At the same time, a number of voters which voted at their place of residence according to the data of the District election commission #114 is 10 812 people out of 100 391 voters, what is almost 10% of the total number of voters which received ballots. Taking into consideration the fact, that vote count results in the other DECs in Luhansk oblast show that the number of people which voted at their place of residence is not higher that 5 225 (5% of the total number of voters who participated in the elections), such situation is rather vague.
The analysis of this situation shows that representatives of the PEC were supposed to visit around 100 people in 12 hours of working day. Such situation is quite abnormal. Objectively, taking into consideration the peculiarities of location of PECs, necessary resources for this procedure and influence of other factors, it seems not likely to be possible for accomplishment in comparison to the results provided by District election commissions #113 and #114.
