District election commission in the town of Kovel plays for time as to summarising the voting results in the electoral district No.21.

On 1 November at 11am, the DEC accepted the last revised protocol from a PEC. Although on 31 October, on the official website of the CEC it was stated that the DEC processed all 100% of the protocols.

Also, consideration of the protocols was significantly delayed. Indeed, yesterday 31 October, from 3pm to 8pm, the DEC was considering only two revised protocols, OPORA observers report. Moreover, on the same day at 4pm, a candidate of the United Opposition Fatherland Ihor Huz filed four complaints. In theory, the DEC could have considered those complaints but for some reason, it hasn't done anything until today 1 November. So far, only around 8pm, the commission started to consider the candidate's complaints.
