The Berehovo City Council's newspaper (Berehovo city in Zakarpattia oblast) provides a lot of its space to a candidate for the position of City Mayor, supported by the Party of Regions and Democratic Party of Hungarians of Ukraine – Zoltan Babiak.
Such tendency preserves in the last few numbers of municipal newspaper.
In particular, in #17 (656) issued on May 9, the Berehovo newspaper had devoted a half of column on the first page to inform that abovementioned political forces support Zoltan Babiak. Continuation of this material titled "The unified candidate!" was placed on the third part of page 3. Besides that, illustrations contain the Party of Regions' flag, picture of the candidate and public officials which support him. The material gives us life history of Zoltan Babiak, and information about the MP of Ukraine from the Party of Regions Ishtvan Haidosh and other regional politicians supporting him. The material was prepared by the editor-in-chief Mykhailo Papish and Berloton Molnar.
The second column of this issue is also devoted to the pro-power candidate. The publication "Berehovo will have the Mayor. Description of the most rated candidate for Mayoral position, Zoltan Babiak, who is actively campaigning..." tells us about the date of election in Berehovo, that Mr. Babiak is supported by the effective MPs from the Party of Regions, his previous experience of working as the City Maoyr, and general description of his plans. The material is prepared by the Head of Veteran Organization of Raion Internal Affairs Department Ivan Pauk.
Below this material, there is a notification that the candidate Zoltan Babiak has visited children's tennis tournament. Illustration contains a photo of tournament participants and personal picture of the candidate.
According to the Article 50(7) of the Law of Ukraine on the Elections of Deputies to the Verkhovna Rada of Autonomous Republic of Crimea, Deputies of Local Councils, Village, Town and City Heads, all abovementioned materials contain political advertising, but are presented as ordinary information.
Concerning the other candidates, this issue of the newspaper contains only a small piece of information about a candidate for Mayoral position from the UDAR Party Vitalii Antipov.
In the next issue of the newspaper #18 (657) the second column is almost fully dedicated to the candidate Zoltan Babiak. However, despite the column is titled 2013 Elections, it concerns only campaign of Zoltan Babiak with attached letter of a labor veteran in his support.
Besides that, the newspaper doesn't contain political advertising of any other candidates for the position of Mayor.
The editorial office has obviously taken an advantage of gaps in the Law of Ukraine on Elections of Deputies of the Verkhovna Rada of the Autonomous Republic of Crimea, Local Councils and Village, Town and City Mayors, which doesn't oblige marking newspaper columns as a political advertising.
The election of Berehovo City MAyor will be held on June 2. This position is vacant because the former Mayor Ishtvan Haidosh, a representative of the Democratic Party of Hungarians of Ukraine, was elected by party lists of the Party of Regions as MP of Ukraine.
