The observer of the Civil Network OPORA who is working at the station No.590891 at School No.1 situated at 136 Kirov St reported that before the vote counting, commission members mixed the ballots from the small box with those from the fixed ones.
When the observer started to claim the violation of the vote counting procedure, commission members stated they didn't see any violation in it referring to different interpretation of the law.
The observer tried to take a formal note but two other observers from other parties or NGOs present at the station refused to sign it.
Commission members asked the observers to wait until the end of the vote counting and consider the matter only afterwards.
