According to the OPORA observer, on 18 October in the centre of Zhytomyr (SMED No.62), newsletter Narodna Nedilia (People's Sunday), which contained smear against the candidate of the United Opposition Hennadii Zubko, was handed out to bypassers. The leaflets were printed without any indication of imprint. The newsletter was also published on the Internet where a fake Vkontakte account of H. Zubko was created.
According to the campaign headquarters of the candidate for People's Deputy Hennadii Zubko, in their content, the leaflets are similar to the material published in the special issue of the newspaper Vashi Interesy (Your Interests) of 17 October 2012. In the imprint, Vasyl Kuchyk is indicated responsible for the special issue — Head of the faction of the Party of Regions in Zhytomyr City Council who now is the Head of the City Campaign Headquarters of the Party of Regions. Headquarters of the United Opposition filed a claim to the police, the Office of the Prosecutor General,and court to deal with the fact of distribution of the bulletin.
Also, the residents of Zhytomyr Oblast received, in addition to the newspapers subscribed, a popular oblast weekly newspaper Echo for free. In two supplements to the newspaper Echo, political advertising of candidates in the SMED No.67 Viktor Razvadovskyi (Dosye02, circulation 100K copies) and SMED No.66 Vitalii Zhuravskyi (Khoziaiushka) as well as the special issue of Echo with circulation of 50,200 copies devoted to the Party of Regions and the candidate in the SMED No.62 Serhii Ryzhuk. In the last supplement, “social globe-trotting of public opinion” in favour of one of the candidates, Serhii Ryzhuk, was published. Printing of the supplement is dated 17 October but it reached the readers only on 18 and 19 October since was distributed through Ukrposhta.
Article 67, Paragraph 23. During the last ten days prior to the voting day, publication or distribution in any other manner of results of election-related opinion polls, including those related to the parties which are actors of the electoral process and candidates for People's Deputy, shall be prohibited.
