Observers of the Civil Network OPORA noticed representatives of the Party of Regions abusing administrative resource in the district #99. House manager visited every apartment of multi-stored building, disseminated leaflets campaigning for Oleksandr Shatavalov (the Party of Regions) and asked to sign an "Appeal to the Deputy" – Oleksandr Shatavalov.
Form of "Appeal to the Deputy" includes logo of the Party of Regions, name of the candidate in single-member district #99 Oleksandr Shatavalov, and empty space for the text of appeal. There is a notice in the end of the form: "According to the Law of Ukraine "On Personal Data Protection"By my signature below, I hereby give my consent on collection and processing of my personal data mentioned in this application, including its transmission to third parties."
On the question concerning dissemination of campaigning materials and the absence of the text of appeal, the house manager answered, that he was asked to do this by an employee of "Ukrposhta" (Ukrainian Post). Besides that, postman asked to distribute brochures to all residents of the house, and collect signatures of all people registered in this house, indicating the major problem of residents, and return him completed forms. Employee of local post department complained that direction of the post will not give him premium if he fails to complete this mission.
We remind, that according to the classification of administrative resource, the use of postmen for campaigning purposes is the abuse of institutional resource.

Civic monitoring conducted by OPORA - is a type of network activity, aimed at impartial assessment of the preparation and conduct of elections, as well as preventing violations through comprehensive civic action. Professional monitoring at all stages of the election process indirectly influences the quality of the campaign. The public opinion, both foreign and domestic is formed through gathering and spreading of information among the target audience. From a strategic perspective public monitoring of elections focuses upon improving the system and certain procedures. In 2012, during Parliamentary elections in Ukraine OPORA implements a large-scale campaign of long- and short term observation, organizes a statistical vote-count by the results of voting with the proportional component of the electoral system on a basis of representative selection, will provide 100% coverage of polling stations by observers in separate single-mandate majoritarian districts. OPORA observers will work in all 225 electoral districts, and 3,500 activists will join them on the voting day. Organization will use the latest means of spreading information on observation results, including infographics and interactive maps.
