From 18 July 2012 i the name of Volodymyr Medianik are being distributed product sets for pensioners in Leninsk district of Luhansk city on the occasion of the St. Volodymyr's Day. Volodymyr Medianik – is a potential candidate for MP of Ukraine in the ED #109.
The product set consists of cookies, canned food, bread and campaigning newspaper of Mr. Medianik.
According to the information given by the personnel in the shop, all pensioners which live in Leninsk district of Luhansk city can receive product sets. All is needed is a pensioners card to get it.
The dissemination of product sets will continue till 21 of July 2012. This information was available on the announcement of the Soviet Product Shop, where product sets are given to people.
We remind, that on 13 June 2012 Volodymyr Medianik had already disseminated product sets to the pensioners of Leninsk district of the Luhansk city in the Soviet Product Shop on the occasion of his birthday.
The Civil Network OPORA would like to draw your attention to the fact that dissemination of products is a voter bribery. Voter bribery - is a violation of voting rights and freedoms of the person and citizen with a purpose - to prevent citizens to act freely in order to realize the right to vote.
Persons, accused of violating the law on elections of people's deputies of Ukraine, shall be brought to criminal, administrative or other liability in the manner prescribed by the law. However, the criminal liability may be established only for bribing voters during the official campaign.
The official campaign begins 90 days before the voting day. Thus, only official candidates would be liable to prosecution for bribing voters as soon as the official campaign starts on July 30, 2012.
Civic monitoring conducted by OPORA - is a type of network activity, aimed at impartial assessment of the preparation and conduct of elections, as well as preventing violations through comprehensive civic action. Professional monitoring at all stages of the election process indirectly influences the quality of the campaign. The public opinion, both foreign and domestic is formed through gathering and spreading of information among the target audience. From a strategic perspective public monitoring of elections focuses upon improving the system and certain procedures. In 2012, during Parliamentary elections in Ukraine OPORA implements a large-scale campaign of long- and short term observation, organizes a statistical vote-count by the results of voting with the proportional component of the electoral system on a basis of representative selection, will provide 100% coverage of polling stations by observers in separate single-mandate majoritarian districts. OPORA observers will work in all 225 electoral districts, and 3,500 activists will join them on the voting day. Organization will use the latest means of spreading information about observation results, including infographics and interactive maps.
