28 April the Central Election Commission formed 225 regular election districts, therefore, a process of territorial election organization came to an end. Observers of the Civil Network OPORA analyzed their boundaries, and as a result they ascertain that the effectiveness of creation of new 52 election districts (20%) is doubtful. When forming some election districts, territorial communities were unreasonably divided between different units (27 districts, 12% incidents). What means that a city or a region was fully included to the election district before, and now cities may be divided between some election districts, or ED may include citizens of neighbouring villages or towns. Similar configuration is not traditional for a number of communities, and deliberately divides electoral groups due to the place of residence. Another category - is creation of enclaves, territories, belonging to one election district, but surrounded by communities, which belong to the other. Such situation OPORA noticed in 7 newly-created election districts (3,1% of the total amount) In result, transportation of election documentation and other logistics is to be made through a territory of the other district. 18 election districts (8%) were formed unsuccessfully from a geographical point of view. As a result of redistricting they have lost compactness and their territory was stretched to a not very convenient for election organization scale. For example, the election district No.60 with a center in Volnovakha city unites now 5 rural regions, and its total area is 6251 km².

OPORA has paid a special attention to election districts, new boundaries of which may have positive or negative influence on candidates which have already started their campaigns. Thus, 19 election districts or 8,4% of the total amount are formed in configuration, which is to help or hinder reaching optimal results by candidates.

OPORA indicates, that there were no violation of the effective legislation during redistricting process, and a number of voters is within acceptable limits of deviation. Anyway, the results of "drawing boundaries" not always follow the logical organization for conducting a qualitative election campaign, and sometimes even may complicate its conduction.

OPORA emphasizes, that formation of regular election districts should be regulated by a special law "On territorial organization of elections and referendum", project of which is under consideration of the parliament for already some years. A number of criteria concerning creation of election districts should be maximum. In particular, there should be included a principle of territorial unity and maximum compactness of election units. Redistricting should be conducted with consideration of propositions and real participation of the public.

Election observation of the Civil Network OPORA - is a type of network activity, aimed at impartial assesment of the preparation and conduct of the electoral process, as well as preventing violations by the total public monitoring. Professional monitoring of all stages of the electoral process provides indirect influence on the quality of the campaign. The public opinion inside and outside the country is formed through gathering and spreading of information among the target audience. In strategic perspective public monitoring of elections focuses on improvement of the system and certain procedures. In 2012, during Parliamentary elections in Ukraine OPORA implements a large-scale campaign of long- and short term observation, organizes a statistical vote-count by the results of voting with the proportional component of the electoral system on a basis of representative selection, will provide 100% coverage of polling stations by observers in separate single-mandate majoritarian districts. OPORA observers will work in all 225 electoral districts, and 3500 activists will join them on the voting day. Organization will use the latest means of spreading information about observation results, including infographics and interactive maps.
