The working day didn’t start at 10, as scheduled, but an hour later. During this hour the initiators of the session were in nervous anticipation, suggesting the session could not happen because of the absence of the deputies.
The fears didn’t turn into the reality, 46 deputies are registered, we can start, but still without two people that were the main reason of the meeting. The head of the council went in 32-days vacation, and his first deputy Pertsovych ran away in the morning straight to the Ivano-Frankivs’k regional council session – though he is not the deputy of this council.
Only the second deputy O. Solomchenko is in the hall. There are already some proposals concerning the inexpedience of this session, a long discussion starts immediately. It seems that the head and his first deputy will get away scot-free. But there was no such luck, and the session was finally opened. On the proposal to withdraw R.Prysyazhnyy from the holiday, the deputies respond with almost unanimous “For” and one of them abstained. So the district council ordered him to report for work performed on September, 23 (the date of the next extraordinary session).
After this decision the temporary commission to examine the management of the Kosiv district council.
But, while Mr. Prysyazhnyy was only recalled from the vacation, Mr. Pertsovych was less lucky. After the procedure of the secret voting he was divested of his authorities – 43 of 46 deputies voted for it.
And this is not the most intriguing point yet. It seems that the deputies fairly analyzed the causes of the council incapacity and the work of the authorities. Finally there was the time for the clearness; hence there appeared rather straight arguments for the deserved critics of the chairman of the council. O.Solomchenko made a serious statement that impressed a lot of the participants. He claimed that the incapacity of the Kosiv district council was provoked by R.Prysiazhnyy who, after concentrating the power in his hands, in fact paralyzed all the work instead of performing his direct job. Solomchenko also recognized the artificiality of various conflicts created by the chairman. In this context the conflict around the National nature park “Hutsul’schyna” was highlighted. It had “glorified” the region almost in the whole country. The certain “artificiality” of the conflict was known long ago, but the recognition of the case is the substantial step forward. Now we hope that the district council will never create obstacles to the Presidential Decree on the establishment of national park "Hutsul’schyna" and the work of the park
Surprises this did not stop here. At the end of the session it was the time for the proposal of deputy Beysyuk about the inclusion of the question of the reviewing of salaries for the deputies of the Kosiv district council in the agenda of the next session. His point of view was that the salary of the Chairman and his deputies must not be more than 20% higher than the salary of the ordinary specialist in the council.
The local authorities of Kosiv district feel the beginning of the new era, the voters hope that the further work will be coordinated, and Mr. Prysyazhnyy counts days left to the merited dissolution. The report on September, 23 may be his last report of the chairman.
