According to various estimates, up to 20% of Ukraine's population may now be abroad. However, the Ukrainian state and international institutions that calculate migration publish different data. To systematically receive updates on this information, compare it chronologically, and monitor migration trends, Civil Network OPORA created a dashboard.

This interactive report accumulates information from the State Border Service, the State Migration Service, the Ministry of Foreign Affairs, the Ministry of Justice, the Ministry of Social Policy, and the Office of the United Nations High Commissioner for Refugees (UNHCR). This information panel will be updated monthly, and the data visualization will help users navigate better.

The dashboard is available at https://oporaua.org/population_en

"We regularly monitor updates of this data in open sources, including foreign ones, systematically submit requests to Ukrainian state structures, and verify information from various alternative sources. OPORA also cooperates with mobile operators and other managers of information that can be useful for research on migration and demography," says Andrii Savchuk, data analyst at Civil Network OPORA.

According to him, no one can give an unambiguous figure of the number of Ukrainians currently abroad. "This is because different structures that calculate the number of Ukrainian immigrants in the world do so based on different approaches and considering different data and conditions. For example, UNHCR operates with data provided by official state structures, particularly from the Russian Federation and the Republic of Belarus, but the reliability of this data is highly questionable. That is why, to fully understand the process, it is necessary to look at it with systematic periodicity and in comparison," Savchuk emphasizes.

Civil Network OPORA supports the concept of open data. If you want to receive the information presented in our dashboard in a machine-readable format, please email us at [email protected].

Since the beginning of the full-scale Russian invasion, Civil Network OPORA has been monitoring migration processes and the impact of blackouts and massive missile attacks on the increase of the forced departure of Ukrainians abroad. All thematic materials and reports can be found on the OPORA’s website in the "Demography" section.
