We monitored activities of 88 majoritarian MPs in March and determined that Roman Matsola from Khmelnytsk oblast (Petro Poroshenko Bloc faction), who was the top active candidate in the previous month, also leads this month's constituency and parliamentary activeness rating. However, MP Mykhailo Bondar from Lviv oblast (Narodnyi Front faction) was the most active in law-making activities.
As for constituency activeness, two MPs took the first place in the rating: Andrii Vadaturskyi (Petro Poroshenko Bloc faction) from Mykolaiv oblast and Artur Martovytskyi (Opposition Bloc faction) from Dnipropetrovsk oblast. It is interesting that Artur Martovytskyi, who was on of the most active MPs in the constituency, took only 21th place in OPORA's parliamentary activeness rating this month.
In March 2017, Verkhovna Rada held 12 plenary sessions with 332 votings. According to the OPORA's data, the monitored MPs had 72% average attendance at plenary sessions (by participation in each voting), what is 10% lower than in February 2017. Non-faction MP Dmytro Yarosh didn't participate in any voting in March. Besides that, non-faction MPs Eduard Matviichuk, Kostiantyn Zhevaho, Valentyn Nechyporenko and Vladyslav Bukhariev (All-Ukrainian Union Batkivshchyna) had the lowest attendance as usual.
Desipte the first and the last weeks of March were dedicated to constituency activities according to the calendar plan, a half of MPs didn't conduct personal reception of citizens in electoral constituencies. Anatolii Dyriv from the Narodnyi Front faction had the biggest number of reception hours in March (12). The leaders by the number of public events, in which MPs participated on the regional level, are the following: Artur Martovytskyi from the Opposition Bloc faction, Oleksandr Zholobetskyi, Oleksandr Suhoniako and Tetiana Rychkova (all from the Petro Poroshenko Bloc faction), and unaffiliated MP Valentyn Didych.
Almost a half of monitored MPs didn't report to the voters on their activities in the Parliament. Only MPs Ihor Huz and Andrii Reka from the People's Front faction, as well as Andrii Shynkovych and Yurii Solovei from the Petro Poroshenko Bloc faction, openly presented their reports on meetings with the voters.
Over 90% of monitored MPs didn't register any draft resolutions in the Parliament in March. However, two thirds of MPs have initiated at least one draft law. Yurii Bublyk has initiated the biggest number of draft laws. Around 90% of all initiated draft laws in March do not concern constituency issues, and 80% of them are not related to campaign promises of MPs.
Besides that, MPs submitted two times less inquiries in March than in the previous month. A half of monitored MPs didn't initiate any parliamentary inquiry at all. However, Roman Matsola and Borys Kozyr from the Petro Poroshenko Bloc faction, as well as non-faction MP Dmytro Dobrodomov, initiated the biggest number of inquiries. The absolute majority of inquiries concern regional (local) issues, but not the national problems.
Only 20% of MPs gave public speeches on plenary sessions of the Verkhovna Rada. Similarly to the previous month, Maksym Burbak from the Narodnyi Front faction gave the biggest number of speeches.
In general, MPs turned out to be less active in March if compared to February in both parliamentary (plenary sessions, committees, developing draft laws, sending inquiries) and constituency activities.
