27 out of 30 universities, the admission rules of which were analyzed by the watchers of OPORA, doesn’t spell out the procedure of the preliminary electronic registration of the graduates’ applications as it is required by the Admission rules (p.4.3). Thus, the functioning of the experimental system “Electronic Admission 2011” is not stated in the document directly determining the organization and running the campaign in the university.
Then it is not strange that comparably small number of graduates use the system “Electronic Admission 2011”. According to the information of the press service of the Ministry of education, science, youth and sports of Ukraine, by July, 12th , or the middle of the admission campaign, only 23018 applications were passed via Internet. So, the average activity of the graduates in one university is not more than 60 applications.
The situation is also worsening because of the unsatisfactory technical work of the system. But, the graduates needn’t to worry because the Admission rules (p. 6.1) point out that the graduate should personally file in the application to the university. Besides, the awareness of the graduate with the admission rules, the license and the certificate about the accreditation of the certain specialization, and the agreement to declare the results of testing and the admission exams is acknowledged by the personal signature. It is impossible without personal visit to the committee because we don’t use the electronic signature. In addition, the distribution of the information about the testing results without the written agreement of the graduate is the violation.
The watchers of OPORA consider that the implementation of the system “Electronic admission 2011” is the progressive initiative but, unfortunately, it is implemented without the required technical support, approbation and legal background. So, the graduates should consult the document with highest legal strength, i.e. Admission rules, and to handle the application by themselves.
