The Chernivtsi department of OPORA conducted the watching of extermal independent testing (IET). The delegates of OPORA attended the testing centers, communicated with the assignees from UCEQE, the people responsible for testing premises and the instructors, maintained the monitoring of keeping the rules and testing procedures by the participants and the staff.
CONCLUSIONS
After watching and analysis of the testing centers and the work of staff we came to such conclusions:
- IET in Chernivtsi region was organized properly due to the previous experience of the testing centers’ staff during the previous testing procedures. The staff became more aware of the preparatory and conducting procedures, particularly those occurring during the last year testing: packaging of the secure pack, sticking the bar codes on the answer papers.
- But it will be good to mention that along with high level of the testing procedures in 2011 there were several failures:
- The lack of broad information campaign about the new features led to the impossibility to take part in the testing and in the admission campaign to the universities. Nearly 50 people couldn’t take part in the testing because of lack of certain documents. The public observers witnessed the situation when the graduates had no passport or they tried to enter the testing premises with the copy of the document.
- Despite the banning of cell phones using by the staff and the participants, there were some instruction violations. For instance, one of the instructors in the school 31 in Chernivtsi sent SMS and talked using the cell phone several times on the Ukrainian language and literature test. Besides, the phone was used by the instructor in the Storozhynets lyceum and twice in the gymnasia # 7 in Chernivtsi. We remind that such ban is motivated by the possible leak of the information about the tests during the EIT.
- The testing couldn’t help be conductedwithout the traditional cheating. Trying to get the information from external sources leads to the deprivation of the graduate of the right to pass the testing. The violators tried to use the oral help of another graduates, used cell phones, trots or the reference books. There was only one case of graduate’s dismissal from the testing premises for consulting extra sources in Storozhynets lyceum on the mathematics testing. The peculiarity of this case was that another graduate noticed the cheating and began demanding to deprive the cheater the right to continue writing test.
