June 21, Kyiv. The number of graduates willing to take tests in Ukraine's history increases, however, turnout in the points fall
On June 17-18 the graduates passed the EIT on the history of Ukraine. 329,502 persons ergistered to participate (162,721 – June, 17, 166 781 – June, 18).
282,799 applicants came to the testing points, nearly one and a half times more than last year (179 509). However, calculating the percentage, turnout of entrants fell. If in 2009 92% came for the test, in this year's index dropped to 85.8% of registered participants.
The highest turnout was recorded in Khmelnytsky, Ternopil and Lviv regions. The lowest number of registered entrants came up the history of Ukraine in Sumy region, the Autonomous Republic of Crimea and Sevastopol.
Compared to previous tests in other subjects the percentage of absenteeism remains high.
Observers of OPORA recorded the following violations of the test participants:
- Delay - fixed at 11.08% of testing points;
- Use of auxiliary materials (books, cribs, mobile phones) - in 5.51% of testing points;
- Trying to give or get help from other members or third parties - in 3.36% of testing points.
No violations were recorded at 79.54% of testing points.
Observers also estimated the job of responsible for the testing, instructors, on-duties. In general, for organizing and conducting of the external testing of the history of Ukraine the administration of 90.5% of testing points got good mark.
CURIOIUS INCIDENTS
Cherkasy
One of the TP’s in Cherkasy (№ 17) three policemen watched the order instead of one .
Chernivtsi
In Gymnasium № 1 Chernivtsi the testing participant did not turned off the phone and held it in his pocket. At the request of the instructor to turn it off, students said that the audience has no clock, so he needs a phone. The incident was exhausted when the guy agreed to give mobile and instructor every 15 minutes reminded applicants of the time.
School № 24 Chernivtsi. Regional Center authorized person Holodnytskyy V. F. (Chairman of the Admission Board in CHNU, the local university) decided to "recall" to OPORA all the bugs recorded last year during the entering CHNU and restricted the movement of observers. He didn’t allowed to work in the corridors and recreation areas after leaving the audience and demanded that the observers sat in a specially designated room.
Ivano-Frankivsk
In Kolomya school number 5 in the auditorium, where there was a public observer, applicants who apply to pass a test in Russian used Ukrainian-language materials on their own.
Zhytomyr
On June 18 at TP in Novohrad-Volynskyy (school number 7), collective instinct prevented applicants from taking tests. Instead of June 17, as indicated in the invitations, they arrived at the history of Ukraine on June, 18. Not checking the date of EIT in the invitation, the participants contacted by phone and came to the point when the mayor of class had to pass the test.
Crimea
The organization works on a points test was extremely weak (TP, Simferopol, 8 Sevastopolska str.,KIPU). In the audience number 19, 20 applicants were not checked in the lists, test participants were not informed of the time, one of the main instructors’ phone constantly rang. 3 of 4 instructors came to work, and health care worker do not appeared. There was not properly equipped space for observers. Applicants who have completed testing in advance, weren’t escorted to the exit, that is the violation of regulations.
Luhansk
On June 17 in school number 52 in Lugansk there wasn’t enough staff of the TP, namely the on-duty, that complicated the work of administration. On the ground floor, there was no general duty that would have accompanied the test participants to the toilet or exit. There should have been 6 persons on the TP, 5 of which refused for various reasons. The administration was able to find a replacement for 4 people at the last moment. Given that PT was big, this created some problems
