May 20, Kyiv. OPORA and the Committee of Voters of Ukraine announced a national campaign to monitor the external independent evaluation in 2010.Monitoring will cover 12 sessions, during which prospective students make up tests with 8 subjects. 

In general OPORA and CVU will provide 3246 observations. Public controllers will work on 40% of points during each session of the Ukrainian language and literature, 30% - during the preparation of mathematics and other subjects in the testing will be provided by observers for the quarter. 2 activists will work at each of the points and they will record the level of compliance with procedures, apparent violations of the administrations and students. Items tested were selected according to statistical sampling. 

Operational information on the quality of training and the EIT from each of observers will come to the call center of the organizations via SMS. Each activist in an encrypted message will send a report that will be based on 22 questions and will assess the quality of those responsible for the testing, instructors, regular and general organization of independent assessment. Information will be automatically redirected to specially designed programs and will be worked out without the human factor. Thus, after 1.5 hours after writing the work OPORA and the CVU in a national report will assess the quality of the organization and conduction of independent assessment. 

CVU and OPORA appeal to all citizens, directly to teachers of higher educational institutions and journalists to register for observation in the respective regional centers of Educational Quality Assessment  to ensure control for all-embracing test, which will constitute 433,554 persons in 2010. 

CVU and OPORA call for applicants to apply for observer organizations, if their rights will be violated to obtain advice.
