On April 28, 2010 Chernivtsi regional NGO "Committee of Voters”, Chernivtsi department of CN OPORA within the civil initiative “For the preservation of anti-corruption reforms in education ", held an expert round table called "Honest university admissions-2010."
The purpose of the round table was to create a discussion platform for discussions on anti-corruption reforms in education, provide the opportunity to illuminate the problem - to express their point of view – to higher education institutions (administration, teachers, students entering 2008-2009), the regional center of assessment of quality of education, schools (administrators, teachers, parents, representatives of student government, alumni 2010-2012) as well as experts - representatives of NGOs and the media.
The main topics discussed at the round table:
- Problems of corruption prevention in schools (scoring the points in high school diploma, as a possible lever of pressure on graduates and their parents to obtain material compensation).
- Problems of prevention of corruption in high schools (in 2011, along with the test results and grade point average in the school certificate, one of the included points will be the score of entrant in the university, considered as a possible lever of pressure on students and their parents to obtain material compensation).
- Problems of saving the merits of external testing as a transparent unified system of assessment and its further development.
The discussion was participated by Valentyna Zhukotynska - Deputy Chief of Education and Science of Chernivtsi Regional State Administration, Natalya Kyrylenko - Deputy Director in the Chernivtsi Branch of AIDP, Eugenia Oliynyk - a member of ChRCO "CVU", Olesya Pokorna - coordinator of educational projects of Chernivtsi department of CN "OPORA", Dmytro Ilyuk - Head of the Chernivtsi City school board, Vitaliy Smandych -chairman of Student Council BSMU and representatives of students, public organizations and the media.
Overall, the roundtable participants agreed in opinion that the independent external evaluation, although it needs further improvement, still is an important element of assessment, and it can significantly reduce the level of corruption in admissions and promotes creation of equal conditions for all students on admission better than any other ratings systems.
Part of participants supported the idea of consideration of high school certificate score and university profile exam in 2010, but provided that these items should be mostly complementary to the EIT data.
In connection with this, the roundtable participants concluded that the main difficulty of the question precisely is to determine how significant in relation to the EIT data will be scores of certificates and profile test results - to preserve the core of EIT, encourage most students and enable universities to select precisely most suitable for the profile and abilities.
In the discussion the results of expert surveys on changes in admissions to higher education in 2010 were presented.
